Menčík, Jaroslav ; Liška, Petr (advisor) ; Horáček, Tomáš (referee) ; Marek, Karel (referee)
Název disertační práce, abstrakt a 3 klíčová slova v anglickém jazyce Title Public service contracts for transport of passengers Abstract One of the fundamental tasks of the state and territorial self-government units is to ensure transport services in the territory through public passenger transport services, especially by rail and public line (bus) transport. Public service contracts for transport of passengers, which are concluded between public customers and public transport operators, play a key role in the public passenger transport system. The subject of these contracts is, on the one hand, the obligation of the carrier to operate public transport services in accordance with the requirements of the customer and, on the other hand, the obligation of the customer to pay financial remuneration to the carrier in the form of so-called compensation. From a legal point of view, a number of legal issues and problems arise in connection with public passenger transport contracts. In the dissertation, I am analyzing the main shortcomings of the current legal regulation of public passenger service contracts and how they could be solved. To this end, in the dissertation I analyze individual aspects of the legal regulation of public passenger transport contracts in the light of theoretical knowledge and practical...
Car dependence in Czechia: the example of municipalities with extended power Černošice and Kralovice
Dvořáček, Jan ; Marada, Miroslav (advisor) ; Zevl, Jiří-Jakub (referee)
Car dependence is a problem that has been closely linked to transport and land use planning since the mass spread of motoring in the second half of the 20th century. Excessive or total dependence on the car has many negative impacts, especially environmental and social ones. The aim of the study was to investigate the extent of car dependence in the Czech Republic in selected areas representing typical problem areas (periphery and suburbia), to identify and characterize the most dependent places in them. For this purpose, a network analysis of public transport accessibility carried out using a transport model of pedestrian accessibility in a GIS environment and the calculation of an indicator of car dependence were used. The results show that in the Czech environment in the study areas, the problem is more strongly related to small, mostly without the status of independent municipality rather than suburban neighbourhoods, which are most frequently mentioned in the Anglo-American literature. A very poor situation was also identified in what were formerly purely recreational second homes, but which are now partly permanently inhabited. Key words: car dependence, public transport, mobility, network analysis
Hodnocení finančního zdraví podniku z pohledu účetnictví v oblasti dopravy
TELECKÝ, Martin
The dissertation deals with the Evaluation of Transport Company´s Financial Health from the Perspective of Accounts in Area of Transportation. The public transport ranks among the industries demanding major public financial resources. The submitted dissertation analyses the financial health evaluation of a company in public transportation, specifically the public line transport and the municipal bus transport in terms of accounting. The aim of the dissertation is to discuss and design a calculation of the provable compensatory amount in financing the public line transport and municipal bus transport pursuant to Government Decree No. 493/2004 Sb. and Regulation No. 296/2010 Sb. and the methods of reimbursement of subsidies in regional transport. The provable loss (compensatory amount) expresses the "subsidy" which the transport company providing the basic transport services is entitled to. The analysis of this topic explains the financial deviations which may occur in the course of a transport year upon establishing the underlying and real financial models, i.e. on the basis of the structure of economically substantiated costs and revenues. The underlying financial model expects the estimated amounts of cost and revenue items and the reality reflects the methods established in the internal guideline of the transport company. The outcome of the dissertation may be used as a comprehensive picture of the issue and, last but not least, as a possible recommending and control element in the transport company financing. This is related to the classification of cost and revenue items affecting the amount of the subsidy and to the design of effective classification in individual groups of economically substantiated costs on the basis of their explanatory power. The dissertation includes the regression equation which is used both as an indicative preview for calculating the average minimum amount of compensation of the existing transport companies and for the purpose of determining the expected compensation in the framework of the future selection procedure in public line transport and the municipal bus transport. The dissertation also offers a brief methodology that identifies the anticipated operating costs from ensuring transport services, assigning them to the appropriate groups of economically substantiated costs.
